The passing of ongoing resolutions to keep the government open has been a prominent example of the revolutionary movement we live in.
Traditionally, continuous resolution requires bipartisan agreement to pass the Senate.
Republican leaders meet with Democratic leaders and discuss it. And the continuous resolution becomes much more expensive and acquires more ideological languages.
Shutdown avoided after Schumer's Cave and Trump Expenditure Bill in the Rear
After the 2024 election, many experts said President Donald Trump would struggle to win the law through a much narrower Republican House majority.
House Republicans have been confused for 10 years. Speaker John Boehner retired in early October 2015. His successor, Paul Ryan, announced in mid-2018 that he would not run again. He was defeated by 40 seats in that midterm election. Kevin McCarthy then worked for four years to re-grow the Republican majority, but a small factionist made his speech unsustainable. McCarthy needed 15 votes to win the Speakership. He was then kicked out by the same angry rebels on October 3, 2023.

Finally, speaker Mike Johnson appeared as a potential speaker consensus candidate as the three famous members failed to win 218 votes. Johnson had no leadership, so it represented a big jump in responsibility. This led many to believe he could not control the office. This is what eventually kicked out Bohner, Ryan and McCarthy.
The Johnson speaker turns out to be far more successful and much more strategic than anyone would have expected. He also decided early on that he could only be effective as an ally of President Trump.
Senate Majority Leader John Toon was a House veteran who served in the Senate for 20 years. At 64, he is younger than former leader Mitch McConnell. Thune has proven to be a good partner for President Trump and Chairman Johnson. The three got on the same page and worked hard to work together to get things done.
If on January 20th, a Republican could get a seven-month continuous resolution to keep the government open through the home with only Republican votes, he or she probably wouldn't have believed you. If you told them that Senate Democrats would be hard to undermine, they would have thought you were dreaming. Finally, if President Johnson, Trump and the majority leader Tune tell them they don't have any options other than passing on Democrats and passing on continuous resolutions or shutting down the government, experts won't be able to get you in control.

But with the support of management and budget director Russ Vert, President Trump did what was called by Chess A. Fork.
Fork is a setting in which the opponent puts two chess pieces at risk. Neither can be saved. The only option is which one to sacrifice.
The ongoing resolutions coming out of the house were totally Republicans. I reduced my spending. It shifted spending from domestic policies that Republicans oppose immigration enforcement and defense. More importantly, President Trump and Elon Musk have rewritten the current law to give him more flexibility to reduce spending and waste.
Democrats were furious that they were being cut out of the process. They were eager to beat the Republican efforts, so they offered to work with them and develop a much more liberal and counter-changed bill.
When Democrats couldn't stop Johnson's speakers, they only had two options. Both were painful.
They can all vote no. If Senate Democrats do this, Republicans will not be able to pass the filibuster and the government will be shut down. In this case, facing President Trump might have been a political victory for their base. But it doesn't work well with the rest of the country.

Democrats then realized that President Trump could cut more programs and change the bureaucracy further under a closure scenario than if they had passed the bill.
So the Democrat's choice would either pass a bill that gave President Trump more power to cut the government, or stop the bill and give him more power.
President Trump, Speaker Johnson and the majority leader Thune played the round brilliantly and won a big victory.

They also proved that they could pass tax cuts, deregulation and other priorities that President Trump and Republicans had campaigned in 2024.
This was a big victory and had a huge impact on the future.
